2. Delegate Introduction

I am Baldwin Cepeda, a software engineer and active participant in the blockchain and Web3 space. I previously led the Queen’s College Blockchain Club and have since transitioned into a role at the Queens College Tech Incubator as a Junior Software Engineer, where I assist projects focused on Web3 infrastructure and blockchain applications.

Throughout my time in the ecosystem, I have been involved in governance, development, and education. Some of my notable contributions include:

Co-founding the Queen’s College Blockchain Club, where I helped organize blockchain education initiatives.

Supporting the NYC Node Project, a blockchain applied learning initiative launched in collaboration with NYCEDC and CUNY. You can learn more about it here.

Interning at Polygon (formerly Matic) as a DeFi Software Engineer Intern, where I developed various tools, including data analytics, data gathering, and smart contract testing/development.

Helping Lendvest, a startup from Queens College, secure a spot in Chainlink BUILD by deploying core smart contracts, ensuring industry-standard security and upgradability.

My experience in both Ethereum infrastructure and smart contract security enables me to contribute to governance decisions from a technical and community-driven perspective.

3. Do you have any core values you stick to when voting?

This industry is unfortunately filled with bad actors and scammers. My number one priority is to advocate for transparency, accountability, and a safer space for builders and users.

Some of my guiding principles include:

Transparency: Ensuring that governance decisions are clear, well-documented, and easily accessible.

Security & Accountability: Supporting policies that prioritize security, responsible development, and ethical standards.

Sustainability: Advocating for long-term, community-driven innovation rather than short-term gains.

I am not currently serving as a delegate for any other protocol. If I decide to act as a delegate elsewhere in the future, I will publicly disclose this to maintain full transparency and avoid conflicts of interest.
